Mass. Electric Construction Co. (MEC) and Parsons Transportation Group, Inc. are the Design-Build Entity for the Los Angeles County Metropolitan Transportation Authority’s (Metro) C1081 – Metro Blue Line Signal System Rehabilitation – Design/Build Contract. The MEC Team plans to meet or exceed the Small Business Enterprise/Disabled Veteran Business Enterprise (SBE/DVBE) utilization goals of this project. Metro’s goal is 12% for SBE participation and 3% for DVBE participation. The MEC Team is committed to building a culture that promotes the advancement of small, disadvantaged, minority and women-owned businesses.

The following SBE/DVBE scopes of work during the design-build phase will be needed:

• Dust Control/Street Sweeping/Dirt Disposal (off site)

• Employee-in-Charge/Railroad Flagging
• Fabricate & Install Signage
• Fencing & Gate Installation
• Fiber Optic Installation/Testing
• Laydown Yard Site Civil
• Mainline Ductbank and/or Excavation/Concrete/Backfill
• Noise & Vibration Mitigation/Installation
• OCS Foundations Drill & Install (CIDH)
• Quality Control Inspection
• Security Guards
• Spare Parts Supply
• Tools/Office Supplies/Safety Supplies Procurement
• Utility Power Drop Installation
